THE QUESTION

WHO OWNS WHAT AT THE END?

Launched on 31 March 2026 as a Homes England subsidiary, Britain’s National Housing Bank is a public finance institution.

It has up to £16 billion in capital capacity for debt, equity and guarantees, and aims to attract more than £50 billion of private capital into housing and regeneration.

But this is not a bank in the conventional sense.

It can lend, invest, guarantee, take equity, enter joint ventures, support funds and work alongside developers, lenders and institutional capital.
